River is at that age where he doesn't want to acknowledge that he still needs hugs and snuggles, so he practices reverse psychology.
If he says "don't give me a hug", he wants you to give him a hug (and if you don't, he'll keep saying it, trying to taunt you into doing it).
He's also used it for things such as "I don't need a kiss".
